Here's an old thread where someone explains the same problem - exactly what I'm experiencing: I've seen threads which point to it being a Windows 7 problem (which I unfortunately have). In short, I experience inconsistent stuttering and lag while playing - to the point that the game is not enjoyable to play, by any means. I brought this up in the Sneaky patch thread, and realized pretty quickly that it seems to be a much larger problem.
